Рыбное скоро станет цифровым

Подготовка кадров местного самоуправления к работе в условиях цифровой экономики началась в Рыбновском районе  Рязанской области.

Россия по использованию цифровых технологий в различных отраслях находится на 11 месте среди других стран. Остаётся открытым вопрос правового регулирования публикаций цифрового контента в сети интернет. Тема информационной безопасности также привлекает к себе внимание.

До сих пор не выработаны чёткие регламенты по политике позиционирования государственных и муниципальных служб в интернете.

 

Сегодня отсутствует развитые компетенции и навыки у муниципальных служащих, что пока не  позволяет успешно внедрять цифровые технологии специалистам в свою профессиональную деятельность. Нет созданных инструкций по формированию интерактивности с населением.  Недостаточно развита методика создания контента, способного полноценно отразить работу муниципальных служб. Не применяются приёмы персонификации деятельности отдельных сотрудников – лидеров направления или отрасли. По всем этим вопросам мы обратились за мнением к главе Администрации Рыбновского района В.В.Зюбе:

– Как Вы считаете, в какой форме удобнее всего муниципальным служащим с  колоссальной занятостью осуществлять подготовку к цифровизации?

– Я убеждён, что должны внедряться разные формы и способы обучения: для тех, кто привык читать и воспринимает информацию лучше, как говорится, с листа, подходят электронные лекции. У кого больше впечатлений   от изображения и видео сохраняется в памяти, те,  думаю останутся довольны  материалами не в текстовом формате.

– А в каком графике было бы комфортнее муниципальным служащим  готовиться?

– Если система позволяет выбрать тайминг-план работы с платформой самостоятельно,  думаю, каждый сотрудник был бы признателен Электронному  университету Правительства Рязанской области, где открыт доступ к материалам по цифровизации,  взаимодействовать с платформой в свободное время, это более удобно каждому слушателю, можно выбрать режим индивидуально.

– Проходили Вы уже онлайн-обучение, есть ли опыт?
– Конечно.  Однако пока такие услуги нам предоставляли только московские учебные заведения. Мы приветствуем развитие онлайн – ресурсов высокого уровня у нас в регионе и вдвойне приятно, что  внимания стали уделять местному самоуправлению. Традиционно считается, что “цифра” связана больше с бизнесом, но важно помнить, что управленческие решения чаще всего принимаются не только там.

Напомним что эксперты программы “Цифровая экономика” одобрили  законопроект, предусматривающий переход с  трудовых книжек к цифровым портфолио.  Рыбновский муниципальный район одним из первых готовится апробировать методику создания цифрового портфолио в системе местного самоуправления.
