Образование Рязанской области станет внедрять цифровые технологии для развития конкурентоспособности

В настоящее время в рамках реализации программы «Цифровая экономика Российской Федерации» ведется активное формирование региональной повестки.

АНО «Цифровая экономика» при участии представителей местных властей и бизнеса создала базу эффективных кейсов для развития цифровизации в субъектах РФ. Материалы представлены регионам на образовательном интенсиве «Остров 10-21», который проходит с 10 по 21 июля на острове Русский.

Кейсы, ориентированные на масштабирование, разработаны с целью улучшения качества жизни граждан, повышение эффективности бизнеса и государственного управления. В базе содержатся как проекты, не требующие от органов власти финансовых затрат, реализуемые силами за счет бизнеса или некоммерческих организаций, так и кейсы для которых понадобятся бюджетные средства или ресурсы бизнеса, но при этом также будет достигнут явный экономический эффект. В Рязанской области также сегодня взят курс на цифровизацию и осуществляется подготовка региональной цифровой повестки. Уже реализуются ряд проектов по таким направлениям, как образование и местное самоуправление. Это сферы, которые имеют уникальные материально-технические, интеллектуальные и кадровые ресурсы, способные формировать далее в регионе центры внедрения отраслевых трендов (например, МООК ( Massive Open Online Сourses) в образовании). При этом использование технологических инноваций позволит данным отраслям более эффективно развивать собственную инфраструктуру, оказывать услуги высокого качества населению и отвечать новым запросам со стороны граждан.

В частности, согласно данным Центра мониторинга и сопровождения образования города Рязани, сегодня со стороны учителей остается актуальной потребность в освоении навыка использования цифровой техники на уроках в школе. Цифровая подготовка кадров для школ включила в программу курсы по развитию цифровой компетенции педагогов с учетом предлагаемого аспекта.

Цифровизация обучения в фокусе внимания также рассматривает проблему того, что современные школьники изучают предметы с помощью различных цифровых устройств и в обстоятельствах, не всегда позволяющих применять традиционные репродуктивные методы обучения с традиционными дидактическими средствами (учебник, доска). Сегодня легко можно слушать урок на цифровом устройстве, а также смотреть видео с материалами к уроку и быть мобильным. Поэтому учителя должны научиться создавать цифровое содержание своих занятий для воспроизведения последних на цифровых носителях. Речь, в частности, идет о развитии навыка снимать, монтировать обучающее видео, записывать с применением цифровых технологий аудиоверсии урока. Информационные средства обучения создают для детей XXI века тем самым мотивационную среду для развития.

Педагоги вместе с ролью психологов, консультантов, которые они всегда в процессе обучения дополнительно выполняли, приобретают новые – роли экспертов в том или иной предмете, а также режиссеров, сценаристов применяемой методической системы. На наш взгляд, только в таком творческом и одновременно цифровом формате на сто процентов возможно выполнение социальной функции педагога XXI века. Если проводить

аналогии с инновациями XX столетия, то можно считать, что наступило время включить в классе лампочку и погасить, наконец, лучину.

Имеется и другая проблема пути цифровизации. В частности, работодатели все чаще нуждаются в раннем выявлении талантливой молодежи. В этой связи возникает необходимость создавать образовательную систему, в которой будут предоставлены оптимальные условия для реализации способных учеников и их удержание в цифровой сфере.

Проектный офис «Цифровая экономика» Корпорации развития Рязанской области на платформе Электронного университета Правительства Рязанской области, принимая во внимание большое количество аналитических материалов, разработал и продолжает расширять базу кейсов для цифровой трансформации образования региона, куда для формирования цифровой компетенции работников сферы образования включены курсы, направленные на восполнение обозначенных пробелов в профессиональной деятельности педагогов в соответствии с логикой социально-экономического развития Рязанской области. Важно, что к начинаниям ПО «Цифровая экономика» и ЭУ ПРО в рамках партнерского взаимодействия присоединился Рязанский государственный университет – лидирующая в регионе структура по разработке педагогических технологий. Успешная апробация проекта, безусловно, основывается на консолидации возможностей в том числе и других вузов области.

Отставание в регионе образовательной отрасли от темпов развития цифровой экономики страны может привести к тому, что область не сможет адаптироваться к новым рыночным условиям, а «дореформенные учителя» будут продолжать готовить для общества специалистов априори с низкой конкурентоспособностью и ограничениями в многообразии экономики межрегионального и мирового уровня.
