ПОЧЕМУ РЕНОВАЦИЯ НУЖНА НЕ ТОЛЬКО МОСКВЕ: КАК ВЫЖИВАЮТ В СТАРЫХ ДОМАХ ЖИТЕЛИ РЯЗАНИ

11 марта 2017 года в Государственную думу был внесен законопроект, который должен был решить ряд проблемы благоустройства Москвы. Предполагались поправки в закон “О статусе столицы Российской Федерации” и ряд других норм в части установления особенностей реновации жилищного фонда Москвы. “Программой реновации жилищного фонда в городе Москва будут определены перечни серий и шифров проектов, подлежащих сносу многоквартирных домов первого периода индустриального домостроения. А также перечни подлежащих сносу многоквартирных домов, которые попадают в границы подлежащей реновации территории и являются аналогичными по своим конструктивным характеристикам многоквартирным домам первого периода индустриального домостроения”,- говорится в подготовленной парламентариями пояснительной записке.

 

 

Сразу после одобрения законопроекта по стране прокатилась волна выступлений и митингов. Негодование общественности начало нарастать, не по причине создания законопроекта, который имеет множество белых пятен, а потому, что и за пределами столицы жилищный вопрос достиг своего апогея. 

 Глава Министерства строительства и ЖКХ России Михаил Мень заявил: “Расселение аварийного жилья в России идет полным ходом и на 2017 год число регионов отстающих в расселении сократилось с 21 до 14 за последние 2 года. Это хороший показатель”.

Увы, министр не сообщил, что к 1 сентября 2017 года в России должна завершиться программа расселения жилья, признанного аварийным на 1 января 2012 года и что министерство планирует делать с “новыми” аварийными домами.

Как бы то ни было проблема аварийности жилья в России очень остро поставлена. С одной стороны, в регионах выделяется недостаточное количество средств из бюджета для переселения, где реновация необходима была еще 5 лет назад. С другой стороны, Правительство намеренно не замечает проблем других субъектов РФ и создает ситуации, сквозь которые оправдывает свои действия. Когда же власть опомниться и начнет решать проблемы не только в Москве, но и по всей России?

Так, в Рязани жители поселка Строитель уже который год уповают только на счастливый исход событий, если на улице, к примеру идет дождь. Ведь дело в том, что крыша у дома, где проживают рязанцы, не раз обваливалась, а жилье до сих пор не считают аварийным. Отметим, что дом 18а на улице Качевской вообще не числится на учете ни у одного регионального ведомства. В том время как в Рязанской области собираются строить новые моногорода и создавать кластеры по развитию информационной структуры, обычные люди: рабочие, многодетные матери – ютятся без всякой надежды на помощь в комнатках бывшего общежития, которое когда-то строили для сотрудников завода химволокна. Каждый день жизнь рязанцев подвергается опасности. Чего мы ждем? Повторения трагедии на улице Осенняя?

Реновация должна пройти не только в Москве, ее необходимо в срочном порядке начинать проводить и в других регионах России.
