БЕЗОПАСНОЕ ПОВЕДЕНИЕ В СОЦИАЛЬНЫХ СЕТЯХ: ОБМЕН СООБЩЕНИЯМИ ПО-НОВОМУ

14 июня будет рассмотрен законопроект «О внесении изменений в Федеральный закон «Об информации , информационных технологиях и о защите информации» . В результате принятия законопроекта мы получим следующие новшества при обмене электронными сообщениями – мессенджерами:

1. Немаловажным его назначением будет являться введение мер антитеррора. В виду того, что эти сервисы используются для обмена сообщениями, государство не будет иметь возможность взаимодействовать с данным мессенджером. Из чего следует , что информация и сообщения будут конфиденциальными.

2. Пользователь мессенджера будет иметь возможность отказаться от сообщений других пользователей и массовой рассылки (включая рассылки от органов государственной власти).

3. Идентификация пользователя будет осуществляться с использованием абонентского номера, заключаемого организатором обмена мгновенными сообщениями с оператором связи.

В случае нарушениям требований организатором мессенджера , оператор связи будет в праве ограничить доступ к сервису обмена электронными сообщениями на основании решения суда. Также , неисполнение установленных обязанностей будет влечь за собой административный штраф.

В ближайшее время на площадке Комитета по информационной политике состоится круглый стол , посвященный теме работы мессенджеров, где примут участие представители всех заинтересованных сторон.

 

От ЛДПР в комитет Государственной Думы по информационной политике , информационным технологиям и связи входит Свинцов Андрей Николаевич, занимающий должность заместителя председателя комитета.
