Концепции федерального закона «О статусе многодетных семей»

С начала 21 века Россия столкнулась с малым естественным приростом населения. Рождаемость в стране продолжает снижаться. С целью стабильного увеличения уровня рождаемости директор Института демографии, миграции и регионального развития Юрий Крупнов направил президенту РФ Владимиру Путину проект концепции федерального закона «О статусе многодетных семей». Документ предусматривает приравнивание деятельности по воспитанию детей к трудовому стажу, право на бесплатное получение земельного участка с коммуникациями, а также введение в России налога на малодетность.
В концепции закона предусматривается разделение многодетных семей на три категории: малоимущие, зажиточные и состоятельные. При правильном исполнении, закон будет регулировать меру поддержки семьям и сделает ее максимально доступной. Многодетные семьи будут считаться как «полные семьи, за исключением случаев смерти одного из супругов, имеющие трех и более детей».
Предлагается установить ежемесячные денежные выплаты в зависимости от количества детей: 25 тыс. для семей с тремя-четырьмя детьми, 45 тыс. — с пятью–семью и 100 тыс. рублей — при наличии восьми и более детей. Либо поддержка семей оказанием бесплатных услуг по уходу за детьми и воспитанию. Авторы законопроекта считают, что воспитание детей требует больших усилий и время, потраченное на детей, и должно быть включено в общий трудовой стаж.
Авторы также затронули земельный вопрос, предложив многодетным семьям право на расселение в специализированных поселениях- городах демографического будущего. В случае если семья не захочет жить в таких резервациях, государство компенсирует возврат ипотечного кредита по факту рождения четвертого ребенка.
Таким образом, авторы законопроекта взяли концепцию закона “О налоге на холостяков, одиноких и бездетных граждан СССР” существовавшего в СССР и перенесли его с некоторыми доработками. Оставили практически без изменений лишь часть о взимании самого налога с семей, не имеющих или имеющих только одного ребенка.
Исходя из созданного законопроекта, авторы прировняли детей к разменной валюте, тем самым разделив общество на сторонников и противников.
В Институ мировых цивилизаций в июне пройдет обсуждение данного вопроса. Студенты, преподаватели, эксперты принимут участие в “круглом столе” и сформируют свое мнение по теме “Рожать детей-это обязанность или личное дело каждого”.
